Business actors are people who, individually or in groups, carry out continuous business activities that are profit-oriented. These activities can also be said to be business activities. Business activities are based on the needs of society which are basically infinite or can be said to be limitless, while the means of satisfying needs in the form of goods and services in fulfilling needs are essentially limited so that business activities are born so that society's needs can be met and business actors gain profits or profits from business activities. the. The continuity of these business activities does not always run smoothly and will definitely experience obstacles in the form of disputes. In resolving business disputes, the parties involved in the dispute can resolve it through litigation or non-litigation, but many business actors prefer to resolve the dispute through non-litigation, where the settlement can be resolved quickly and without draining lots of costs. This is different from settlement through litigation, where the resolution is relatively long and drawn out due to the existence of legal efforts that can be taken by the defeated party. In reality, the resolution of litigation adheres to the principles of fast, simple and low-cost justice where case examinations are carried out quickly, simply and the costs incurred are affordable for all levels of society, but in reality in the field dispute resolution is hampered, delayed and lengthy. so this needs to be studied considering the principles of fast, simple and low-cost justice as stated in Article 4 paragraph (2) of Law Number 48 of 2009 concerning judicial power. This research uses the Normative Juridical method with a statutory approach (statue approach) and a Conceptual Approach (conceptual approach) using primary and secondary legal materials in the form of legal books and legal journals.
