In recent years, Indonesian waters have often been faced with the increasing problem of illegal fishing carried out by foreign fishermen, resulting in increasingly large losses for Indonesia. So this research was carried out with the aim of finding out how international law regulates foreign fishing vessels that carry out illegal fishing in Indonesia and what the Indonesian government's efforts are in dealing with illegal fishing. The research was carried out using normative juridical research methods with in-depth analysis of laws related to illegal fishing as well as various journals, books and legal literature that support the content of this research, then the data obtained was written qualitatively to be able to understand illegal fishing as a whole. The results of this paper prove that the existence of illegal fishing activities carried out by foreign fishermen in Indonesian waters is motivated by many factors such as the increasing need for fresh fish, weak supervision of the territorial boundaries of Indonesian waters, as well as very promising fishing ground opportunities in Indonesia and on the other hand. , the government is trying to deal firmly with this activity by carrying out actions such as drowning, burning, and providing criminal sanctions for perpetrators.
