Consumer protection is the comprehensive set of regulations and laws that govern the rights and obligations of consumers and producers in their pursuit of meeting their needs and to guarantee the realization of legal protection for consumer interests. A sense of security is necessary for consumers to fulfill their life's necessities, which is why consumer protection is necessary. It is also imperative that consumer protection be impartial and equitable. Article 2 of UUPK No. 8 of 1999 regulates the principle of consumer protection as a legal basis. Producers' services are incapable of distinguishing between consumers. The principles of justice, benefit, and legal certainty are also included in consumer protection. National economic development is imperative in the present era of globalization. Fostering the growth of the business sector to enable it to generate a diverse array of goods. Goods and/or services that contain technical content that can enhance the welfare of numerous individuals while ensuring that the goods and/or services obtained from these transactions are not detrimental to consumers. One the one hand, the pressure of the economic globalization process must continue to better public welfare and guarantee the quality, quantity, and safety of goods and/or services obtained in the market, as the domestic market becomes increasingly open. There are two categories of protection in consumer protection: preventive protection and curative protection. The author will prioritize the discourse regarding preventive protection in this investigation. Preventive protection is the protection that is provided to consumers when they wish to purchase, use, or utilize specific goods or services. This protection is achieved by fulfilling the rights of consumers or shopping center visitors, as well as the obligations of business actors, as outlined in Article 4-5 of Law Number 8 of 1999 regarding consumer protection.
