The development of globalization encourages the movement of capital and investment flows to various parts of the world, as well as population migration or labor movement between countries. The movement of labor takes place because investments made in other countries generally require direct supervision by the owner/investor. In line with that, in order to maintain business continuity and investment. To avoid legal problems and excessive use of foreign labor, the Government must carefully determine the policies to be taken to maintain a balance between foreign labor (foreign capital) and domestic labor. The method used is descriptive qualitative research method by utilizing a variety of secondary data and secondary legal materials and a variety of other literature studies as references in conducting research for this paper. One of the problems explored is about what influences the absorption of foreign workers in Indonesia and the implications of its existence in the world of Indonesian labor. The purpose of this research is to obtain answers or at least clarity on these matters. Where the conclusion can be obtained is that one of the factors that encourage the increase in the quantity of foreign workers is globalization and foreign investment and there is a need for better regulations and a firmer and more competent government to supervise and control foreign workers.
