Abstract

Whether a government is legitimate and whether it operates effectively. Such authority is not only the legal foundation for exercising power. It must also be accompanied by responsibility, as a form of accountability to the public. This research aims to analyze the scope of government authority and responsibility from a constitutional law perspective, including its relationship to the principles of good governance and accountability. Using a normative juridical approach, the discussion focuses on the constitutional basis, constitutional law doctrine, and regulations regarding governance. The results demonstrate that government authority must be exercised in accordance with the principle of legality. Proportionality is also crucial. And don't forget to protect citizens' rights. Meanwhile, government responsibility is demonstrated through transparent, participatory, and public interest-centered accountability mechanisms. Therefore, the relationship between authority and responsibility in constitutional law is a crucial tool for realizing good governance and ensuring that the state is run democratically and accountably.
