The phenomenon of the Purbaya’s Effect reflects a fundamental transformation in Indonesia’s fiscal policy direction through The Economy's National Restructuration and regaining economic legacy. This reset agenda was initiated by Finance Minister Purbaya Yudhi Sadewa. This policy encompasses fiscal restructuring, public fund mobilization, and the discourse on rupiah redenomination as strategic efforts to restore stability in both the national economy and the legal framework of state finance. From a Constitutional Law perspective, this transformation represents the implementation of Indonesia’s economic constitution as enshrined in article 33 of the UUD 1945, which mandates that the national economy shall be organized as a collective endeavor based on the principle of social welfare. This research aims to analyze juridically and normatively the government's new fiscal strategies in addressing public debt crisis, inflationary pressure, and economic inequality. Using a statutory approach toward Law No.1 of 2022 on Fiscal relations between Central and Regional Governments, Law No.7 of 2021 on Tax Regulation Harmonization, and various Minister of Finance Regulations and Presidential Decrees. This study finds that the fiscal reset policy constitutes a form of Legal Restructuring of State Finance oriented toward efficiency , transparency and fiscal independence. However significant challenges arise concerning accountability, legal certainty, and the socio-economic risks of implementing redenomination.
