The Indonesian music industry has undergone a major transformation through the development of digital technology and online distribution platforms that facilitate the dissemination of works. However, these advances have given rise to new issues related to copyright protection and royalty distribution. The government, through Government Regulation No. 56 of 2021 and Law No. 28 of 2014 on Copyright, seeks to provide legal certainty for creators through the Collective Management Organization (CMO) mechanism. This study uses a normative legal method by examining literature and secondary data to analyze the effectiveness of music royalty payment regulations. The results show that although the royalty policy aims to protect the economic rights of creators, its implementation has led to problems of distribution transparency, domination by certain parties, and a disproportionate burden on MSME players. The effectiveness of regulations is highly dependent on the application of the principles of substantive justice, transparency, and an adaptive tariff scheme. Thus, music royalty regulations need to be optimized in order to protect the rights of creators while supporting the sustainability of the music industry and small businesses.
