The concession agreement is an agreement formed by the Batam Authority Government together with three consortium companies Biwater International Limited, PT Bangun Cipta Kontraktor and PT Syabata Cemerlang in managing clean water on Batam Island. And three consortium companies formed PT. Adhya Tirta Batam in managing clean water on Batam Island together with the Otorita Batam or now known as the Badan Pengusahaan Batam (BP Batam).
