Abstract

This regional development planning aims to create consistency between policies and the implementation and results of regional development plans. It is important to pay attention to consistency between planning and budgeting documents because they are used as indicators in assessing regional government performance. The programs that are national and provincial priorities remain a concern in the context of realizing sectoral and regional development. The preparation of the Regional Medium Term Development Plan is adjusted to the Minister of Home Affairs Regulation Number 86 of 2017 concerning Procedures for Planning, Control and Evaluation of Regional Development, Procedures for Evaluation of Draft Regional Regulations concerning Regional Long Term Development Plans, Regional Medium Term Development Plans. The 2019 Papua Province RKPD this time is a very strategic RKPD because it is the first stage of the RKPD for the RPJPD development period in stage III. For this reason, the 2019 RKPD document is a very important moment as a strong and stable foundation for implementing development for the next five years. RKPD is an instrument for evaluating the performance of regional government administration. Through an evaluation of the implementation of the RKPD, it can be seen to what extent the performance of the RPJMD has been achieved as a manifestation of the performance of regional government administration up to the year in question.
