Abstract

Employee performance in conflict areas is important for local governments to develop effective governance and create peace in the region. This study aims to analyze the impact of competence and discipline on employee performance in conflict areas, as well as to make motivation as a mediating variable. The population is all Civil Servants (ASN) who work at nine West Papua Provincial Government Agencies. The sampling technique uses purposive sampling, where representatives from each Government Agency are determined so that 100 ASN fill out the questionnaire. The data analysis method uses Structural Equation Model-Partial Least Square (SEMPLS). The results showed that competence had no significant effect on performance and motivation. Conversely, discipline had a significant effect on performance and motivation. In addition, motivation had a significant effect on performance, motivation could not mediate the effect of competence on performance but could mediate the effect of discipline on performance. Implications for local governments include developing effective local governance and pursuing peace in conflict areas. The limitations of this study include that the local government that became the sample of the study was only limited to West Papua Province so that it could not be generalized to other conflict-prone areas in Indonesia.
