MODEL-MODEL PILKADA SERENTAK 2020 GUNA MEMBANGUN PEMERINTAHAN DEMOKRATIS PASCA COVID-19

Abstract

Indonesia will hold simultaneous elections on December 9, 2020. This election is much different from before because it was held in the midst of Covid-19. Public health and safety is a critical issue. We must not risk public safety in the name of elections and democracy, because the highest sovereignty is in the hands of the people. However, the choice on the other hand is a consistent mandate that is also needed to ensure that the government runs smoothly for the welfare of the community. Therefore, it is necessary to study the mechanisms (models) for the simultaneous regional elections which are adjusted to the crisis situation due to Covid-19. The government and electoral elections are advised to work together for simultaneous success. The government, DPR RI, and KPU are considered to have to choose several simultaneous Pilkada mechanisms that can be chosen as the best solution, namely the appointment of executors, electronic elections, indirect elections, and direct elections with the concept of adapting to new habits. With the selection of the most appropriate and best mechanisms, it is hoped that the simultaneous regional elections will run smoothly, with a high level of political participation and at the same time the community is also safe from Covid-19. This will create a just and democratic post-Covid-19 government.
