PERAN NEGARA DALAM IMPLEMENTASI INPRES NOMOR 9 TAHUN 2025 TENTANG PERCEPATAN PEMBENTUKAN KOPERASI MERAH PUTIH TERHADAP KESEJAHTERAAN MASYARAKAT: ANALISIS PERSPEKTIF FIQIH SIYASAH TANFIDZIYAH

Abstract

Poverty and economic inequality remain structural problems in Indonesia, particularly in rural areas. Consumptive social assistance programs are considered incapable of sustainably addressing the root causes of poverty. In response to this situation, the government issued Presidential Instruction Number 9 of 2025 concerning the Acceleration of the Establishment of the Merah Putih Village/Sub-district Cooperative as an instrument for strengthening a collectivity-based people's economy. This study aims to analyze the implementation of Presidential Instruction Number 9 of 2025, its impact on community welfare, and assess the legitimacy and effectiveness of the policy from the perspective of Islamic jurisprudence (fiqh siyasah tanfidziyah). The research method used is empirical juridical with a normative juridical approach, Islamic jurisprudence (fiqh siyasah tanfidziyah), and descriptive qualitative. The results show that the establishment of the Merah Putih Cooperative has the potential to increase access to capital, strengthen village economic distribution, and encourage community economic independence. From the perspective of Islamic jurisprudence (fiqh siyasah tanfidziyah), this policy is in line with the principles of maslahah mursalah, the responsibility of imamate, distributive justice, and the value of ta'āwun. However, its implementation still faces several challenges, such as limited community participation, a lack of transparency in the formation of management boards, and the risk of institutional formalities. Therefore, strengthened oversight, increased cooperative literacy, and inclusive community involvement are needed to ensure this policy truly achieves its goals of public welfare and well-being.
