MODEL IMPLEMENTASI PENINGKATAN MUTU PAUD DI KOTA PEKANBARU

Abstract

This study aims to formulate an implementation model for improving the quality of Early Childhood Education (PAUD) in Pekanbaru City as an effort to strengthen the foundation of basic education services. The background of this research stems from various challenges faced by PAUD institutions, including limited teacher competencies, inadequate learning facilities, low parental involvement, and inconsistent support from local government policies in meeting national standards for early childhood education. A qualitative research approach was employed, utilizing in-depth interviews, observations, and document studies with PAUD managers, teachers, parents, and policymakers at the Pekanbaru City Education Office. The findings reveal that improving the quality of PAUD requires an integrated strategy involving continuous professional development for teachers, provision of appropriate learning facilities tailored to children’s developmental stages, and strengthened collaboration between educational institutions, families, and local government. The proposed implementation model emphasizes three main dimensions: (1) enhancing teacher competencies, (2) optimizing policy and funding support from local government, and (3) fostering participatory collaboration between schools and communities. This study concludes that an integrated and sustainable quality improvement model is an effective strategy to ensure high-quality early childhood education services in Pekanbaru City.
