Extortion or illegal collection, this term refers to forms of collection that are not official in all legal means from the government. Because it does not have a legal basis, in the absence of a legal basis, the action is included in the violation of the law. Extortion is a permanent social phenomenon so that it will always be present in society. This factor is caused by weak supervision of government officials in carrying out their duties and individual factors, namely the character of a person in acting and not being able to control himself. The focus of this research is basically centered on the implementation of the Bandar Lampung City Regional Regulation No. 28 of 2009 in an effort to prevent extortion practices in the Central Market parking lot. Based on the research focus above, there are several sub-sections that will be the focus of research, namely the factors that influence the disorganized Central Market parking lot, which causes illegal fees in the Bandar Lampung Central Market and then regarding the Implementation of Regional Regulation No. 28 of 2009 concerning the prevention of illegal fees on parking lots. The issues that became the next focus were the way the city government tackled the problem of extortion in the Central Market related to violations of the Perpres and Perda Kota Bandar Lampung.
