Abstract

One of the basic human needs is a decent and healthy home. Based on the law of Republic of Indonesia number 20 of 2011 concerning flats, the state is obliged to fulfill the need for affordable housing for low-income community. One of the assistances from the government for low-income community is the provision of rental public flats. In Surabaya, there are 23 (twenty-three) locations of rental public flats that managed by the city government of Surabaya. It consists of rental public flats which are owned by the Surabaya city government and rental public flats which are managed by the Surabaya city government. The existence of those rental public flats is expected to help Surabaya city government in poverty alleviation. With a very affordable rates, it is hoped that it can help low-income community to graduate from their status as lowincome community soon. However, the management of rental public flats also requires a large amount of money, so it needs to be considered, whether the existing rate for flats needs to be reviewed. It is also necessary to study whether the existence of those rental public flats has been effective in alleviating poverty in the city of Surabaya.
