Abstract

Agrarian problems related to land ownership in Bali have become a very complex issue due to the increasing dominance of ownership by foreign parties. Even though legal regulations in Indonesia limit the land ownership to foreign nationals, many foreigners control the land in Bali indirectly through various legal loopholes, such as using nominee schemes. Moreover, Balinese people's access to land is decreasing, which threatens local social, cultural and economic stability. The government is faced with major challenges in enforcing regulations to protect the agrarian rights of local communities. This research aims to analyze the impact of domination of ownership by foreign parties, as well as providing solutions to maintain a balance between foreign investment and local agrarian sustainability. It is also hoped that this research can make a contribution to the Balinese people, especially to maintaining sustainable land use for local communities amidst the heavy flow of foreign investors.
