EVALUASI KEBIJAKAN PROGRAM KELUARGA HARAPAN (PKH) DI DESA DUALASI DAN DESA BAUDAOK DI KECAMATAN LASIOLAT KABUPATEN BELU

Abstract

PKH is a conditional assistance program overseen by the Ministry of Social Affairs. This program began to be implemented in 2007. PKH opens access to poor families, especially pregnant women, toddlers and school-age children, to utilize various health service facilities (faskes) and education service facilities (fasdik) available around them. The aim of this research is to determine the evaluation of the Family Hope Program Policy in Dualasi and Baudaok Villages in Lasiolat District, Belu Regency. And to find out the supporting and inhibiting factors for the Family Hope Program in Dualasi Village and Baudaok Village in Lasiolat District, Belu Regency. The type of research used is descriptive research with a qualitative approach. The data collection techniques used in this research are observation, interviews and documentation. The analysis technique used in this research is a qualitative descriptive method by collecting data, compiling and analyzing it, drawing conclusions supported by expert opinions and literature study theory. The research results show that the evaluation of PKH in Dualasi Village and Baudaok Village is based on various aspects, namely context, input, process and product. Based on the research results, it can be seen that in the evaluation of PKH in the communities of Dualasi Village and Baudaok Village which consists of context, input, process and product, education and health have been fulfilled. The assistance provided has been able to ease the burden on RTSM families and given them the opportunity to break the cycle of poverty. In the context of supporting factors for implementing the Family Hope Program (PKH), the role of village government has great significance in providing support. The inhibiting factor in implementing PKH in Dualasi and Baudoak villages, Lasiolat District, Belu Regency is the indiscipline of PKH recipients in attending socialization meetings. PKH KPMs who attend the socialization are also sometimes not serious about following the material so they don't understand the procedures that are taking place. Apart from that, KPM became too dependent on this program so they lost their enthusiasm for work. Apart from that, inappropriate use of aid funds can hinder the success of PKH.
