Abstract

This study aims to evaluate the effectiveness of the implementation of occupational accident and insurance policies for fishermen in Jenilu Village, Kakuluk Mesak Subdistrict, Belu Regency. As a workforce group vulnerable to occupational accidents, fishermen require adequate protection through policies implemented by BPJS Ketenagakerjaan (Workers Social Security Agency). This research employs a qualitative approach with a case study method, involving in-depth interviews, participatory observation, and document analysis to collect data from fishermen, village officials, and BPJS Ketenagakerjaan officers. The results of the study indicate that the implementation of occupational accident and insurance policies for fishermen in Jenilu Village faces several challenges. These challenges include insufficient effective socialization, limited understanding of the benefits of insurance among fishermen, and difficulties in accessing claim services and facilities. However, there have been efforts by BPJS Ketenagakerjaan and the village government to increase awareness and participation among fishermen through training and socialization programs. The conclusion of this study is that the effectiveness of the implementation of occupational accident and insurance policies for fishermen in Jenilu Village still needs improvement. Recommendations include increasing the frequency and quality of socialization, providing more accessible claim facilities, and enhancing cooperation between the village government, BPJS Ketenagakerjaan, and the fishing community to create a safer and more protected working environment.
