IMPLEMENTASI KEBIJAKAN BAWASLU DALAM MENGAWASI TINGGINYA MONEY POLITICS: Studi Pada Badan Pengawasan Pemilihan Umum Kabupaten Sumba Tengah

Abstract

The process of direct regional elections or direct elections is often considered a "people's democratic party" where the people have the right to carry out anything, including acts of anarchy, either on their own initiative or mobilized by candidates and their supporters or encouraged by political parties as parties nominating candidates. For the general public, direct regional elections or direct elections are often interpreted as an opportunity to share money. They understand that each candidate provides a large enough budget to win the competition, so money being used as a political tool is not unusual in general elections in Indonesia. Therefore, research using this qualitative model encourages clear descriptions using aspects of descriptive analysis based on the grand theory of implementation outlined by George Edward III, namely communication, resources, disposition and bureaucratic structure. The findings in the field show that the communication built by Bawaslu of Central Sumba Regency is through outreach (via print and electronic media), Action (letters of appeal to political parties, formation of anti-money politics villages, Bawaslu Going to School) and Coordination (coordination with 65 Heads Villages, Regional Heads, KPU and also DKPP), are also supported by apparatus resources, social media resources as well as the disposition or attitude of the government which is able to actively coordinate as well as SOPs or good system implementation bureaucracy.
