ANALISIS STRATEGI PEMERINTAH KABUPATEN FLORES TIMUR DALAM MENINGKATKAN PENDAPATAN ASLI DAERAH (PAD) GUNA MENUNJANG PEMBANGUNAN DAERAH

The aim of this research is to examine the East Flores Regency government's strategy in increasing Original Regional Income and developing and providing action plans and methods for regional development. This research is descriptive research that uses a qualitative approach and uses qualitative data analysis techniques with the SWOT analysis tool (Strength, Week, Opportunity, Treath Analysis). In order to realize all regional development plans, a regional budget is needed which is contained in the Regional Revenue and Expenditure Budget one of the sources of which is Regional Original Income. Target East Flores district government for a percentage portion of PAD to Total Regional Income of 7% at the end of the 2017-2022 development period. However, the government has not been able to achieve this target and this is coupled with the global disaster of the Covid-19 pandemic which has had an impact on the community's economy. The regional independence ratio in the 2017-2022 period never exceeded 5% and continues to decline to 4.25% in 2022 or falls into the very low category. This condition shows that development financing in East Flores Regency still depends on income transfers from the Central Government and East Nusa Tenggara Province. The government implemented the strategy through the Original Regional Income Increase Movement or GEMPAR by launching the Host to Host Application with the Land Office with the rural and urban property tax Intensification pattern. The level of financial independence in East Flores Regency is largely determined by the government's capacity to maximize potential and explore new income streams. Strategies to increase Original Regional Income and analytical research are needed to increase the level of regional financial independence.
