One form of improving public transportation is good terminal management, therefore there is a view of terminal management as a form of improving the quality of terminals in providing services to passengers. This research itself uses a descriptive approach with qualitative methods with data management using technical triangulation and source triangulation. This research also uses George Edward III as a grand theoretical analysis. The results of this research show that the implementation of the transition policy for managing Type A terminals by the Department of Transportation to the Ministry of Transportation, Directorate of Land Transportation has generally gone well, although there are still various obstacles, such as the presence of brokers, and poor understanding of system management by the public. adequate but the reliability of the terminal apparatus/officers is able to maximize the implementation of this policy.
