In terms of both size and capacity to employ workers, micro, small and medium enterprises (MSMEs) are usually the main economic activity in developing countries. In Indonesia, government initiatives to reduce unemployment, fight poverty, and achieve economic equity often involve MSMEs, especially micro and small businesses. Indonesia's socio-economic conditions have encouraged the establishment of many companies, especially small ones that cater to the needs of the lower middle class. MSMEs, especially micro and small businesses, have an impact on improving the people's economy because they are seen as having the potential to become the foundation of the Indonesian economy. But unfortunately, according to several articles, there are still many unlicensed MSME business actors. Qualitative is the first method in this research, by choosing a location, namely PLUT K-Micro, Small and Medium Enterprises. With the data obtained through technical triangulation, the informants in this study were functional officials of PLUT KMicro, Small and Medium Enterprises Batu City and MSME business actors. The results of the research obtained are that the Batu City government policy in managing micro, small and medium business permits in Batu City has been quite effective because the Batu City government is still continuing to socialize and reach out to business actors. but not maximal because there are still a number of entrepreneurs who have not yet taken care of a Trading Business License (SIUP).
