PROBLEMATIKA DAN STATUS PERLINDUNGAN HUKUM GURU HONORER DALAM PERATURAN PERUNDANG UNDANGAN DI INDONESIA

The issue of legal protection for honorary teachers remains a significant challenge in Indonesia's education system. Despite their crucial role in supporting educational services, honorary teachers often face various legal and employment uncertainties, including low wages, unclear employment status, limited social security coverage, and restricted access to career development opportunities. This study aims to analyze the problems and current status of legal protection for honorary teachers within the framework of Indonesian legislation. Using a normative juridical approach, the research examines relevant laws and regulations, including the Constitution of the Republic of Indonesia, the Law on the National Education System, the Law on Teachers and Lecturers, the State Civil Apparatus Law, and related government regulations. The findings indicate that although the government has introduced several policies to improve the welfare and employment status of honorary teachers, legal protection remains fragmented and has not fully guaranteed their rights as education professionals. The transition toward the recruitment of Government Employees with Work Agreements (PPPK) represents a positive step; however, implementation challenges continue to leave many honorary teachers in a vulnerable position. Therefore, a more comprehensive and consistent legal framework is necessary to ensure legal certainty, fair remuneration, social protection, and equal professional opportunities for honorary teachers in Indonesia.
