Investment is an important instrument in driving regional economic growth and improving community welfare. Within the framework of regional autonomy, local governments have the authority to manage and develop investment potential according to the characteristics of their regions, including in Karawang Regency as one of the strategic industrial areas in Indonesia. This study aims to analyze the role and authority of the Karawang Regency Government in encouraging regional investment from a local government law perspective, and to identify obstacles faced in its implementation. The research method used is a normative-empirical legal approach by examining relevant laws and regulations and supported by case studies related to investment licensing and supervision practices. The results show that local governments play a role in establishing local regulations, providing integrated licensing services through the DPMPTSP, and providing facilities and incentives for investors. However, in practice, various obstacles are still found, such as regulatory disharmony, bureaucratic complexity, and potential irregularities in the licensing process that impact legal uncertainty. Case studies of PTUN decisions and business license revocations demonstrate the importance of applying general principles of good governance in every administrative action. Thus, the success of regional investment policies is determined not only by regulatory aspects, but also by consistent implementation, the integrity of the apparatus, and effective oversight to create a conducive, transparent, and equitable investment climate.
