This study discusses the role of judges in maintaining the balance of positions between administrative officials and citizens as plaintiffs, as well as the implementation of the principles of equality before the law and fair trial in administrative court disputes in Indonesia. Within the framework of a rule of law state as stipulated in Article 1 paragraph (3) of the 1945 Constitution of the Republic of Indonesia, judges play a vital role in protecting citizens’ rights from administrative acts exceeding their authority. Based on legal frameworks such as Law Number 5 of 1986 on Administrative Courts, Law Number 30 of 2014 on Administrative Governance, and Law Number 48 of 2009 on Judicial Power, judges are expected to uphold substantive justice. The application of equality before the law and fair trial serves as a fundamental mechanism to ensure that judicial processes are fair, impartial, and non-discriminatory. Judges in administrative courts are not only adjudicators but also controllers of executive power, ensuring governance remains within legal boundaries.
