IMPLEMENTASI HAK DAN KEWAJIBAN WARGA NEGARA DALAM SISTEM DEMOKRASI INDONESIA

Abstract

This research aims to analyze the implementation of citizens’ rights and obligations as fundamental pillars within Indonesia’s democratic system. The Constitution guarantees various rights (such as political, economic, social, and cultural rights) and demands the fulfillment of obligations (such as legal compliance and participation) from every citizen. However, practice in the field often shows a gap in the fulfillment of rights by the state and the execution of obligations by the citizens. This study examines the extent to which these rights have been met, protected, and guaranteed by state institutions, as well as the level of citizen awareness and participation in carrying out their obligations. The method used is descriptive qualitative with a library research approach, relying on a comprehensive review of the 1945 Constitution (UUD 1945), related laws and regulations, scientific journals, and official documents. The results of this research are expected to provide an in-depth description of the challenges, obstacles, and opportunities in realizing a balance between rights and obligations, ultimately contributing to the strengthening of a fairer and more participatory democratic governance in Indonesia.
