KEADILAN SOSIAL DALAM KEBIJAKAN PEMBERDAYAAN MASYARAKAT MARGINAL: STUDI KASUS PROGRAM BPNT DAN PKH

Abstract

This study aims to analyze the implementation of social justice in the policy of empowering marginalized communities through the Non-Cash Food Assistance Program (BPNT) and the Family Hope Program (PKH). Both programs are part of the social protection policy aimed at improving the welfare of vulnerable groups in Indonesia. Using a descriptive qualitative approach and case studies, this study evaluates the extent to which the principle of social justice is reflected in the implementation of the program, from the targeting process to the distribution of assistance. The findings show that although the BPNT and PKH programs have had a positive impact on increasing purchasing power and access to education for marginalized communities, there are still challenges in terms of targeting accuracy, data transparency, and community participation. This study emphasizes the importance of social inclusion-based policy reform and ongoing evaluation to ensure that empowerment programs truly reflect the values of social justice. The results of this study are expected to be a reference for policy makers in formulating empowerment strategies that are fairer, more effective, and more sustainable.
