Abstract

The State Administrative Court (PTUN) plays a strategic role in resolving administrative disputes between citizens and the government, especially concerning environmental permits. The issuance, modification, and revocation of environmental permits often become the source of conflicts among communities, business actors, and government authorities, particularly in the mining sector. One significant case that illustrates this dynamic is the environmental permit dispute related to the gold mining project in Tumpang Pitu, Banyuwangi. This study aims to analyze PTUN's role in resolving the dispute, examine the legality of governmental actions, and assess the effectiveness of administrative judicial mechanisms in promoting environmental justice. This research employs a normative juridical method with a statutory and case study approach. The findings indicate that PTUN not only functions as a controller of government legality but also acts as a corrective mechanism for policies that contradict the principles of sustainable development. The PTUN's decision in the Tumpang Pitu case serves as an important precedent for protecting community rights to a healthy and sustainable environment.
