It also seeks to examine the influence of job satisfaction on turnover intention at the company, and to determine the mediating role of job satisfaction in the relationship between training and work motivation on turnover intention. This research employs a quantitative approach with an explanatory research design. The population in this study consists of all employees of Sigap Driver Jakarta, totaling 504 individuals. The sampling method used is probability sampling with a simple random sampling technique, resulting in a total of 217 respondents. Data analysis was conducted using the Structural Equation Modeling (SEM) method with the assistance of SmartPLS version 4.1.1.5 software. The findings reveal that training and work motivation have a negative and significant effect on turnover intention at Sigap Driver Jakarta. Furthermore, training and work motivation have a positive and significant effect on job satisfaction. Although regulations for write-offs have been in place since 2014, the definitive write-off process has never been successfully implemented. This study focuses on analyzing the operational capacity of the Bogor Regency Government in the process of writing off Land and Building Tax receivables based on Howlett's policy capacity theory. The study used a qualitative single-case study approach through in-depth interviews with key informants within the Bogor Regency Government and document review. The results indicate that the main obstacles are operational in nature: the lack of technical Standard Operating Procedures for the process from verification to write-off authorization, the massive unresolved receivables data issues, and misalignment of understanding across sectors and work units regarding write-off mechanisms. These findings extend Howlett's policy capacity theory by demonstrating that operational capacity deficits at the organizational level can be the most decisive obstacle even when regulations are in place and political support is relatively adequate.</span></p> 2026-07-20T00:00:00+00:00 Copyright (c) 0
